Property Owners Association

Everyone who owns a home or a lot in Barton Creek Lakeside is a member of the Barton Creek Lakeside (POA). Our annual owners’ meeting is typically held in early December. 

Our POA provides community leadership, architectural control, covenant enforcement and maintenance of common areas. Our Consolidated Covenants, Conditions and Restrictions (CCRs) are the rules that govern our neighborhood. A full copy of the CCRs is available on our website under the Governing Documents section. 

The POA is governed by a Board of Directors. Each member of the Board is elected to a specific term by the Association members. The term for directors is three years. Board members typically take lead responsibility to oversee and address various community operational issues (e.g., maintenance, finances, security, architectural review). In addition, committees and task forces can be formed as necessary to address special topics. ALL residents can participate in the various committees.

The POA Board of Directors meets bi-monthly on third Thursday at 9:30 a.m. at the Club. Meetings dates and times are posted on our Community Calendar. Meetings are open to property owners in person  or, as needed, on Zoom.  Check the Community Calendar for dates and times.

Member Time at Board Meetings

While POA Board meetings are open for all our residents and lot owners to observe the meeting, their purpose is for elected Board members to conduct the business of the community. Under Texas law residents and lot owners are not entitled to speak at a POA Board meeting. Many communities enforce this. However, while BCL property owners can talk with Board members at any time, several years ago the BCL Board added what is called Member Time to the Board meeting agendas. This was done as a courtesy to provide community members another opportunity to share thoughts with the Board at Board meetings. The current Board has continued this courtesy.

How does Member Time work? Currently each community member who wants to speak at a Board meeting gets 2 minutes to do so. One of the Board members monitors the time and alerts speakers when their time is about to be up. Typically, the Board does not interrupt the speaker but a Board member may choose to ask a question to clarify a comment. The speaker’s time might be extended to compensate for the interruption. This Board does not permit speakers to share unused time with other community members who wish to speak at a Board meeting.

The time limit we have set is to provide for community members to share thoughts in a concise manner and to permit the Board to conduct business in a timely fashion. As always, community members can reach out personally or through email to any Board member outside the Board meetings if they believe the Member Time limit doesn’t allow them to share their views completely. Board members do share such communications with each other.

Including Member Time on the Board agendas and permitting community members to speak at Board meetings is at the option of the Board. Future Board’s may continue, change or omit this practice.

Board Committees

Barton Creek Lakeside is a wonderful community. Why? Because owners volunteer to join our committees and donate their time and talents to help with maintaining our roads, fences and common areas, assist those who are building with our community requirements, share information, and generally provide for the general enjoyment of our community.

The POA Board of Directors establishes committees of neighborhood volunteers to maintain our roads, properties and to provide for the general welfare of our community. Each committee has a POA Board Member chair or contact to ensure consistency with our governing documents. Apart from our Architectural Review Committee these days, the time commitment for committee volunteers is small. Most committees meet periodically on an ad-hoc basis or via email/phone.

Our committees, described below, are looking for volunteers. You don’t need to be an expert in any field to be a part of keeping our neighborhood the premier community in the area and preserving our property values. Our continued success depends on the voluntary service of residents like you.

Architectural Review Committee (ARC)

The ARC oversees applications for new construction, remodeling or major changes to your exterior property. The first line of contact for new people coming into the neighborhood who plan to build or remodel should be Matthew Moore of Blue Quail Consulting. All new construction and/or changes to existing property must meet the Association requirements as described in our governing documents. Owners must submit applications to the ARC prior to initiating work. More information, including the application form, is available on the bclakeside.org or townsq.io websites.

Any interested property owner may join the ARC committee by contacting the ARC Chair. The first stage is to be invited as an observer. Observers take part in all discussions and reviews but don’t have voting privileges. Observers become active committee members as positions become available.

Landscape Committee

The Landscape Committee monitors our common areas, vacant lots and neighborhood properties. Committee members drive, walk, and golf cart around the neighborhood, as they’re out and about or every week or two, to identify areas that need attention. They check common areas and individual lots to ensure they are maintained according to neighborhood standards. They monitor new home construction and exterior remodeling to ensure the job sites are maintained. Committee members report issues with lawn maintenance, trees, trash violations, general upkeep of the lots, etc. The Committee works with service providers to ensure common areas, islands and esplanades are landscaped and maintained. There are no special requirements to be a member of the Landscape Committee.

Hidden Hills Park Committee

The Hidden Hills Park Committee's mission is to make our community park attractive and accessible to residents of BCL. The Committee plans, coordinates, implements and oversees the facilities, equipment and activities at our neighborhood park. Its charge is to recommend, and upon approval by the Board, implement improvements to the park and develop procedures for its use for the enjoyment of BCL residents and their guests. They monitor the general appearance of the Park, working with the Landscape and Maintenance Committees to address landscape needs and repair or facility maintenance. They work with the Communications Committee to inform residents of appropriate use of the Park and its facilities, e.g., control of pets, use of the firepit, etc. There are no special qualifications to be a member. Time demands are very limited.

Road Committee 

The largest asset our community owns are our roads. 

The Road Committee is one of the most critical committees in the neighborhood and vital to maintain our infrastructure. The Road Committee monitors the condition of the roads, culverts and drainage areas, works with contractors on quotes when repairs are required, and oversees repair work. It establishes routine maintenance standards, programs and schedules to maintain the integrity of the roads. When roadwork or repairs are needed or scheduled, the Committee works with the Communication Committee to get the word out to those who are affected. Committee volunteers also may staff streets or areas to direct traffic or monitor repairs.

Because of the complexity of our road projects, new committee volunteers “apprentice” with the current committee volunteers. Volunteers typically serve on this Committee for several years due to the extended knowledge acquired over time working with the Committee.

Security Committee

The Security Committee oversees our guardhouses and guard staff, including investigating and recommending technology solutions to enhance neighborhood security. Committee members serve as the point of contact for incidents and emergencies as well as the BCL interface with local law enforcement and emergency services. There are no special qualifications to be a member. Time demands are very limited.

Maintenance Committee

The Maintenance Committee monitors the condition of our physical assets like our stone street markers and boundary fences. Volunteers periodically walk, golf cart and drive around the community to identify items that need repair, replacement or maintenance. The Committee obtains cost estimates for work, arranges for and oversees needed repairs, and schedules maintenance. There are no special requirements to be a member of the Maintenance Committee and the work takes just a bit of time periodically.

Communications Committee

The Communications Committee prepares, coordinates and publishes information and updates to the community from the POA Board and other Committees through email. The Committee maintains our bclakeside.org website,  distributes the BCL Welcome Book to new owners and arranges to meet and welcome new community members in person. There are no special requirements to be a member of the Communications Committee.

Welcome Committee

The role of the Welcome Committee is to familiarize new property owners with the BCL community through interpersonal communication with Committee members/Ambassadors. Ambassadors introduce new owners to the wealth of activities and tools available to members of our community and encourage them to participate to the extent they choose.

Firewise Committee

Our location in the Texas Hill Country puts us at risk for wildfires, especially during droughts. There have been serious wildfires that raged in areas close to us only a few years ago in 2011. As a result of those fires, we implemented the Firewise USA program throughout BCL.

Firewise provides an effective management approach for preserving wildland living esthetics while preparing communities for potential wildfires. The main goal of the program is for residents to focus on those items that they know they can control. Becoming aware of the threat of a wildfire presents the first and most important step. The Firewise Committee advises members of our community on areas of their properties that should be addressed to deter wildfire threats in keeping with the Firewise USA program and completes our annual report.

Since 2012, BCL has met the Firewise USA program annual requirements and continues to be a participating site in good standing with the National Firewise USA Program.
